Rotations

Program rotations are assignments often used to allow interns to gain a broader perspective of the Department and its Operating Divisions (OPDIVS or STAFFDIVS). Rotation opportunities are plentiful within HHS and interns are encouraged to seek rotations within the different OPDIVS. By participating in rotations, interns can gain management experience, work in specific occupational fields, or learn about a program function from another perspective.

Rotations may or may not meet the qualifications for a developmental assignment. Rotational assignments that exceed 90 days or contain responsibilities outside the developmental scope of the intern's Career Development Plan, do not meet the program requirements.

Since the Home OPDIV supervisor will be without the intern's services during the rotational assignment, but will be still paying their salary, Interns need to understand the OPDIV's and office's position on rotations. Interns are encouraged to inquire about and discuss an OPDIV's rotation policy at the job fair and in subsequent interviews, prior to accepting an OPDIV offer.

Location of rotations are at the discretion of the home OPDIV. Interns are required to go through OPDIV-specific procedures before pursuing rotational assignments. It is the Intern's responsibility to initiate the approval process, if required by the OPDIV, before making contacts or agreements to go on rotations. Rotations conducted outside of the Department (HHS) will need written approval of the Assistant Secretary of Administration and Management (ASAM) prior to beginning rotation.

While some rotations are arranged by the Intern's OPDIV, many Interns take the initiative to identify rotations they are particularly interested in. It is the responsibility of the OPDIV to address potential legal and ethical issues associated with such a rotation. 

While on rotation, interns remain employees of the hiring OPDIV and are not to be separated from federal service. While on rotation, an intern's salary continues to be paid by the appointing OPDIV, although housing, transportation, training, or other expenses may be paid by the OPDIV hosting the intern during the rotation.
