This document provides information for colleges and universities interested in participating in the Emerging Leaders Program (ELP). This guidance is directed to academia (Deans, Chairpersons, Academic Program Directors, and Career Service staff) in providing the following: brief description of the ELP Program, information on recruiting and nominating graduate students, sample campus recruitment language, and program contact information. In addition, academic institutions can find this guidance as well as a presentation and flyer to use for marketing the ELP to potential applicants on the How to Apply webpage. Guidance pertaining to the ELP Class of 2009 will be posted here in the near future.

The ELP Handbook provides information on the roles and responsibilities of the ELP Office, Operating Division ELP Coordinators, and ELP interns and their supervisors. It also provides program policy and procedural guidance to help HHS Operational Divisions (OPDIVS) administer the ELP.
